Then, O best of kings, you should proceed to the world-renowned sacred ford called Devikā—O bull among the Bharatas—for it is said that there the origin (or first arising) of the Brāhmaṇas is heard of. The counsel directs the king toward a pilgrimage site famed not merely for ritual merit, but for remembrance of sacred lineage and the ethical order upheld by the learned.
घुलस्त्य उवाच
The verse frames pilgrimage as an ethical practice: a king is guided to sacred places that preserve collective memory of dharma—here, a site famed for traditions about the origin of the Brāhmaṇas—thereby reinforcing respect for learning, lineage, and the social-moral order.
A speaker instructs the king to continue his pilgrimage route by going to the celebrated Devikā tīrtha, noted in tradition as a place associated with the reported origin or first emergence of the Brāhmaṇas.
