Vaiśampāyana said: “O mighty-armed son of Kuntī, you are an ancient lord and ruler. You have attained the highest perfection; indeed, you have directly reached the divine state.”
वैशम्पायन उवाच
The verse frames true greatness as more than worldly power: rightful sovereignty aligned with dharma culminates in ‘parā siddhi’—the highest fulfillment—described here as attaining a divine state (devagati).
Vaiśampāyana, as narrator, addresses a son of Kuntī with honorific praise, declaring that he is an ancient sovereign and that he has achieved supreme success, culminating in reaching the divine realm/state.
