Uttaṅka said: “O King, when this earth is protected by you—the great-souled ruler—it will become wholly free from fear and anxiety. Therefore, O King, you ought not to depart for the forest.”

A king’s foremost dharma is protection: when a righteous ruler safeguards the realm, society becomes fearless; abandoning that responsibility (e.g., withdrawing to the forest) is ethically improper when protection is needed.
Uttaṅka addresses the king and urges him not to leave for the forest, arguing that the king’s presence and protection are what keep the earth/kingdom free from fear and disturbance.
