“This (sacred place) is ever revered by the great Bālakhilya sages who move through the sky; and it is also regularly visited and worshipped by the noble Gandharvas. Thus, beings of pure conduct—whether ascetics or celestial musicians—continually come here, honoring it as a seat of sanctity.”

Holiness is recognized by the conduct of the virtuous: when great ascetics and refined celestial beings repeatedly honor a place, it signals its sanctity. The verse underscores reverence (arcana) and the ethical idea that purity and devotion naturally gravitate toward sacred spaces.
The speaker is describing a revered sacred spot (likely a tīrtha or holy region) and emphasizing its extraordinary status by noting that the Bālakhilya sages and the Gandharvas—beings capable of moving through the sky—regularly come there and worship it.
