Thereafter, having made that forest free of thorns and dangers—unconquered and steadfast—the dharma-knowing son of Pāṇḍu dwelt there in that habitation together with Draupadī. The verse highlights the ethical ideal of establishing safety and order before settling, and of sustaining life in exile through righteous conduct rather than domination.
विदुर उवाच
Dharma is shown as constructive and protective: the righteous leader first removes dangers and establishes a safe, orderly environment, then lives in restraint and duty even in exile.
After overcoming threats in the forest and making it safe, the (unconquered) dharma-knowing son of Pāṇḍu settles there with Draupadī and resides in that dwelling.
