It links righteous order (Dharma) with the birth of Sunīti (“right conduct”), implying that steadfast spiritual attainment—symbolized by Dhruva—arises when conduct is grounded in dharma and directed toward devotion.
Though genealogical, it supports the Shiva Purana’s theme that saguna worship (forms, vows, and disciplined practice) is stabilized by dharma; such steadiness prepares the devotee for focused Linga-bhakti and grace.
Practice steadiness (dhruvatā) through daily japa of the Panchakshara mantra “Om Namaḥ Śivāya” with disciplined dharmic conduct; this verse emphasizes the foundation rather than a specific rite like bhasma or rudraksha.
