केचिद्विष्णुं प्रभुं तत्र प्रार्थयन्तस्समन्ततः । उद्विग्ना मन्त्रयंतश्च विप्राभावं मुहुर्मुहुः
kecidviṣṇuṃ prabhuṃ tatra prārthayantassamantataḥ | udvignā mantrayaṃtaśca viprābhāvaṃ muhurmuhuḥ
Di sana, sebagian dari mereka dari segala arah memohon kepada Tuhan Viṣṇu, sang pelindung berdaulat. Dengan gelisah, mereka berulang kali bermusyawarah tentang ketiadaan para brāhmaṇa.

It shows that when dharmic order and sacred guidance (brāhmaṇic presence for rites and counsel) are disrupted, seekers naturally turn to divine protection and also reflect collectively—an outward prayer supported by inward discernment.
Though Viṣṇu is invoked here as a protector within the narrative, the Shiva Purana’s Shaiva lens treats such appeals as part of cosmic order under Pati (Śiva). In practice, it reinforces that Saguna worship requires proper dharmic support—purity, right guidance, and steadiness—so Linga worship is not reduced to mere ritual but aligned with dharma.
The verse implies maintaining calm deliberation and prayer during obstacles to worship; a practical takeaway is to continue japa (especially the Panchākṣarī, “Om Namaḥ Śivāya”) and uphold ritual discipline with proper guidance rather than acting from agitation.
