Adhyaya 23 — Ashvatara’s Vow for Madalasa and the Bestowal of Musical Science by Sarasvati

Om is presented not merely as a sound but as the comprehensive symbol of reality; identifying Devi with Om sacralizes speech, prayer, and mantra as direct participation in the divine ground.
Functions as a theological gloss supporting 'Sarga' (creation) by stating the universal containment in Devi/Om, though not narrating a specific cosmogony.
Oṅkāra as Devi’s ‘saṃsthāna’ implies mantra-yoga: by meditating on Om one approaches the Goddess as the totality of the moving and unmoving cosmos.
