dhārmikān dharmakāryeṣu arthakāryeṣu paṇḍitān | strīṣu klībān niyujjīta krūrān krūreṣu karmasu ||
Seorang raja hendaknya menugaskan orang-orang saleh pada urusan dharma, para cendekia pada urusan harta dan tata kelola, kaum kebiri untuk pengawasan lingkungan perempuan di istana, dan orang yang berwatak keras untuk tugas-tugas yang keras.
वैशम्पायन उवाच
The verse teaches role-appropriate governance: a ruler should allocate responsibilities according to a person’s moral character and practical expertise—righteous people for dharma-based duties, learned experts for economic and administrative matters, and those suited by temperament for tasks requiring severity—so that public order and justice are maintained effectively.
