धार्मिकान्‌ धर्मकार्येषु अर्थकार्येषु पण्डितान्‌ । सत्रीषु क्लीबान्‌ नियुज्जीत क्रूरान्‌ क्रूरेषु कर्मसु,राजाको चाहिये कि वह धर्मके कार्योमें धार्मिक पुरुषोंको, अर्थसम्बन्धी कार्योमें अर्थशास्त्रके पण्डितोंको, स्त्रियोंकी देख-भालके लिये नपुंसकोंको और कठोर कार्याँमें क्रूर स्वभावके मनुष्योंको लगावे

dhārmikān dharmakāryeṣu arthakāryeṣu paṇḍitān | strīṣu klībān niyujjīta krūrān krūreṣu karmasu ||

Seorang raja hendaknya menugaskan orang-orang saleh pada urusan dharma, para cendekia pada urusan harta dan tata kelola, kaum kebiri untuk pengawasan lingkungan perempuan di istana, dan orang yang berwatak keras untuk tugas-tugas yang keras.
