तत ऊचुर्महात्मानो देवा: सर्वे समागता: । रुद्र रौद्रा भविष्यन्ति पशव: सर्वकर्मसु
tata ūcur mahātmāno devāḥ sarve samāgatāḥ | rudra raudrā bhaviṣyanti paśavaḥ sarvakarmasu ||
Kemudian semua dewa yang berhati luhur, berkumpul bersama, berkata: “Wahai Rudra, dalam setiap upacara dan setiap laku suci, hewan-hewan persembahan akan menjadi ganas dan tak terkendali.”
वायुदेव उवाच
The verse highlights that successful dharmic action—especially ritual action—depends on restraint and order. If the forces involved (symbolized by sacrificial animals) become ‘raudra’ (violent), the moral and procedural integrity of all undertakings is endangered, prompting divine intervention or guidance.
Vāyudeva reports that the assembled gods address Rudra with a concern: across all rites and actions, the animals connected with ritual are becoming fierce. This signals a disruption in the normal functioning of sacrificial practice and the wider maintenance of cosmic and social order.
