भुवनकोशविन्यासनिर्णयः (ज्योतिर्गति-वृष्टिचक्र-वर्णनम्)
गणो मुनिज्योतिषां तु मनसा तस्य सर्पति अधिष्ठितः पुनस्तेन भानुस्त्वादाय तिष्ठति
gaṇo munijyotiṣāṃ tu manasā tasya sarpati adhiṣṭhitaḥ punastena bhānustvādāya tiṣṭhati
Gaṇa yang menaungi para resi dan cahaya-cahaya langit bergerak semata oleh kehendak batin-Nya. Dan karena ditetapkan serta diatur oleh-Nya pula, Bhānu (Surya) menjalankan tugasnya yang telah ditentukan dan tetap pada kedudukannya.

Śiva-tattva is presented as sovereign governance (adhiṣṭhāna) and will (manas/saṅkalpa): all celestial motion proceeds because the Lord presides, while the Pashu (individual soul) is not the ultimate controller.
A Pāśupata-oriented contemplative practice is implied: meditate that all movements—breath, mind, and the sun’s course—are sustained by Śiva’s icchā-śakti, dissolving the sense of separate agency (pāśa) in the Pati.
