जानपदास्त्वमित्रसाधारणाः इति ॥ कZ_०८.१.२७ ॥
Transliteration
jānapadās tv amitra-sādhāraṇāḥ iti.
Translation
Namun penduduk pedesaan bersifat ‘umum’ bagi musuh (yakni mudah dibagi pengaruhnya atau dipalingkan) demikianlah.
