Book 14 operationalizes the Vijigīṣu’s hidden hand: it codifies covert technologies (poisons, smokes, blinding agents, disguised operatives) as instruments of internal security and wartime disruption. Chapter 14.1 is not pharmacology for its own sake; it is a security manual that converts material substances into policy levers. The opening sūtra anchors the chapter in chāturvarṇya-rakṣā—protection of the social-political order—thereby supplying a rājadharmic pretext for otherwise transgressive acts. The subsequent sūtras enumerate delivery vectors (bodily contact and “enjoyments,” stored weapons, arson caches) and specify lethality/disablement profiles (instant-kill, monthly decay, blinding smoke). In the Saptāṅga organism, this chiefly fortifies Daṇḍa as embodied in the Army limb: it enables pre-emptive neutralization, sabotage, and battlefield shaping. Yet it also interfaces with Fort (hidden caches, night-movers) and King (authorization, secrecy). Thus, the chapter places clandestine violence inside a bureaucratized, rule-bound framework—turning terror into administration.

Chapter 2 (as reflected in 14.2.29–41) focuses on engineered fire-effects and countermeasures: preparing oils that allow feet to traverse embers, producing night-time “meteor/torch” illusions via birds, and formulating fires that burn in rain, wind, or even on water. It also includes specialized ignition methods (friction-fire using particular bones and reeds) and material recipes that alter the efficacy of stones/metals, alongside antidotal or protective measures (e.g., cullī-śodhana as a counteraction). Within the saptāṅga frame, these instructions strengthen the Daṇḍa-bala (Army) by expanding tactical options: psychological warfare, sabotage, and survivability under adverse conditions. The placement in the Arthashastra’s power-structure is pragmatic: when diplomacy (sāma/dāna) stalls and direct assault is expensive, the state deploys secret artifice to destabilize the enemy’s cohesion while conserving the conqueror’s treasury and manpower.

The placement in Aupaniṣadika signals that Kautilya treats such ‘wonder-working’ as a technical annex to intelligence and special operations—useful whether interpreted literally (chemical/optical aids, disguises) or psychologically (fear, rumor, and staged marvels). The pragmatic objective is to increase operational reach while preserving deniability, thereby strengthening Danda without overt escalation in the mandala environment.
Book 14.4 treats the state as a living organism whose head (the king) and sinews (the army) can be silently disabled by enemy-inserted poisoners. Kautilya therefore places “antidotal governance” inside the Aupaniṣadika: not superstition but operational security for the vijigīṣu. The chapter prescribes prophylactic wash-water for royal enjoyments and private parts, protective measures for women and troops, and specific formulations to neutralize toxins, treat delirium, skin disorders, suppuration, and head ailments—symptoms consistent with covert poisoning. It also includes revival measures for unconscious victims of rope, water, poison, blows, or falls, plus dosage scaling across humans and animals, indicating a camp-wide medical logistics mindset. Finally, it adds talismanic/ritualized elements (mani, anointed instruments, flags) functioning as morale-technology and signaling, reinforcing confidence and order. In the saptāṅga frame, this chapter hardens the King-limb and Army-limb by ensuring continuity of command and battlefield readiness against clandestine attrition.
