नृशंसमनृशंसं वा प्रजारक्षणकारणात्।पातकं वा सदोषं वा कर्तव्यं रक्षता सता।।।।
nṛśaṃsam anṛśaṃsaṃ vā prajā-rakṣaṇa-kāraṇāt | pātakaṃ vā sa-doṣaṃ vā kartavyaṃ rakṣatā satā ||
प्रजा-रक्षा के हेतु, रक्षक सदाचारी को जो करना पड़े वह करना चाहिए—वह कठोर लगे या कोमल; पापवत् प्रतीत हो या दोषयुक्त, फिर भी।
Whether cruel or kind, sinful or wrong whatever contributes to the protection of the subjects, should be done by the righteous (king).
