इति वाचा मधुरया शलक्ष्णया सोपचारया । स्वरश्मीनभ्यवसृजेद् योगमाधाय कालवित्
iti vācā madhurayā śalakṣṇayā sopacārayā | svaraśmīn abhyavasṛjed yogam ādhāya kālavit ||
इस प्रकार मधुर, कोमल और शिष्ट वाणी से—समय और परिस्थिति को जानने वाला राजा—युक्ति को साधकर आगे बढ़े। वह कठोरता से नहीं, बल्कि स्नेहयुक्त अनुनय-वचनों से समझा-बुझाकर उचित उपाय अपनाए और राज्य-कार्य हेतु घर-घर से धन-संग्रह के लिए अपने पैदल सैनिकों या सेवकों को भेजे।
