Daṇḍa as the Foundation of Social Order (दण्डप्रतिष्ठा)
यत्र श्यामो लोहिताक्षो दण्डश्चरति सूद्यत: । प्रजास्तत्र न मुहान्ते नेता चेत् साधु पश्यति
yatra śyāmo lohitākṣo daṇḍaś carati sūdyataḥ | prajāstatra na muhyante netā cet sādhu paśyati ||
जहाँ दण्ड—श्याम और लोहिताक्ष—सदा दण्ड देने को उद्यत होकर विचरता है, और जहाँ शासक अपराधों पर सावधानी से, विवेकपूर्वक दृष्टि रखता है, वहाँ प्रजा न तो मुह्याती है, न प्रमाद करती है; न्यायपूर्ण निगरानी और अनुशासन की विश्वसनीय उपस्थिति से व्यवस्था स्थिर रहती है।
