Gaṇānāṃ Vṛttiḥ — On the Sustenance and Cohesion of Assemblies
Gaṇa-nīti
तत्रादानेन भिद्यन्ते गणा: संघातवृत्तय: । भिन्ना विमनस: सर्वे गच्छन्त्यरिवशं भयात्
tatrādānena bhidyante gaṇāḥ saṅghātavṛttayaḥ | bhinnā vimanasaḥ sarve gacchanty arivaśaṃ bhayāt ||
भीष्म ने कहा— जो गण संघबद्ध होकर जीवन-निर्वाह करते हैं, वे भी समय पर अन्न-वेतन आदि न मिलने से टूट जाते हैं। टूटने पर सबके मन खिन्न हो जाते हैं, परस्पर विरोधी बनते हैं और भय के कारण शत्रुओं के वश में चले जाते हैं।
