तेषामभावे तदभावः छिन्नपक्षस्येव राज्ञश्चेष्टानाशश्च ॥ कZ_०८.१.०९ ॥
Transliteration
teṣām abhāve tadabhāvaḥ chinnapakṣasyeva rājñaś ceṣṭānāśaś ca
Translation
उनके अभाव में वे कार्य भी नहीं होते; और राजा की क्रियाशक्ति भी नष्ट हो जाती है—जैसे कटे पंखों वाले पक्षी की।
