जनपददुर्गव्यसनयोर्दुर्गव्यसनमिति पाराशराः ॥ कZ_०८.१.२४ ॥

Transliteration

janapada-durga-vyasanayor durga-vyasanam iti pārāśarāḥ.

Translation

जनपद और दुर्ग—इन दोनों की आपत्तियों में दुर्ग की आपत्ति अधिक गंभीर है—ऐसा पाराशर कहते हैं।
