तेषामभावो जनपदाभावे स्वाम्यमात्ययोश्चानन्तरः इति ॥ कZ_०८.१.२१ ॥

Transliteration

teṣām abhāvo janapadābhāve svāmy-amātyayoś cānantaraḥ iti.

Translation

जनपद के अभाव में उन (संसाधनों) का अभाव हो जाता है; और उसके बाद स्वामी और अमात्य भी संकट में पड़ते हैं।
