तपश्चरत्सु पृथिव्यामभवंश्च महीरुहाः । अरक्ष्यमाणायां पृथ्व्यां बभूवाथ प्रजाक्षयः
tapaścaratsu pṛthivyāmabhavaṃśca mahīruhāḥ | arakṣyamāṇāyāṃ pṛthvyāṃ babhūvātha prajākṣayaḥ
તપસ્વીઓ પૃથ્વી પર તપ કરતા હતા ત્યારે સર્વત્ર વૃક્ષો અને વનસ્પતિઓ ઉગી નીકળ્યાં. પરંતુ પૃથ્વી અરુક્ષિત અને અનિયંત્રિત રહી ત્યારે પ્રજાનો ક્ષય થયો.

It teaches that tapas alone is not the full support of the world; creation thrives when dharma and right protection are present. When order is neglected, beings decline—showing the need for Shiva-guided balance between inner austerity and outer responsibility.
Saguna Shiva, worshipped as the Linga, is the Lord who upholds cosmic order (dharma) and sustains beings. The verse implies that without the sustaining, protective principle—ultimately Shiva’s governance—life diminishes even if austerities are performed.
Combine tapas with Shiva-dharma: daily Linga worship with the Panchakshara mantra (Om Namaḥ Śivāya) and a vow of protection/non-harm (ahiṁsā), so spiritual practice supports both inner purification and the welfare of beings.
