It portrays Śiva (Umāpati) as universally worshipped—by celestial beings, humans, serpent-beings, and even by elements of nature—signaling his cosmic sovereignty and all-pervading reverence.
The verse uses sacred-poetic personification to show that devotion is not limited to social classes or species; the entire cosmos, including sacred geography and natural forces, participates in reverence toward Śiva.
Upāsanā implies reverent worship and contemplative devotion—approaching the deity through praise, remembrance, ritual veneration, and sustained spiritual attention.
