न तु केवलदैवेन प्रजा भावेन रेमिरे । यद् बभूव मनःकान्तं कर्मणा स चकार तत्
na tu kevaladaivena prajā bhāvena remire | yad babhūva manaḥkāntaṃ karmaṇā sa cakāra tat |
પ્રજા માત્ર દૈવયોગ કે સદભાગ્યથી જ આનંદિત નહોતી; તે ભાવથી, હૃદયથી પ્રસન્ન રહેતી. તેમના મનને જે પ્રિય લાગતું, તે જ રાજા પોતાના કર્મોથી પૂર્ણ કરતો; તેથી તેમની તૃપ્તિ માત્ર રક્ષણથી નહીં, પરંતુ શ્રદ્ધા અને ભક્તિથી પણ હતી.
