It declares Shiva as Pati—the Supreme Lord who is also Kala (Time) and the cosmic Protector; realizing Him as the universal sovereign cuts the pasha (bond) of death and leads toward moksha.
By worshipping Shiva in a tangible form such as the Linga, the devotee contemplates the same truth taught here—Shiva as Vishvādhipati and Kala—so devotion ripens into liberating knowledge (jñāna) of the Lord.
Meditate on Shiva as Kala and Vishvādhipati while doing japa of the Panchakshara (Om Namaḥ Śivāya) and Linga-dhyana; the takeaway is steady remembrance that the Lord alone transcends death.
