Lui, l’unique Seigneur, puissant et tout-pénétrant, par ses propres puissances—les Śakti nommées Īśānī—crée tous ces mondes ; et, demeurant Un, il règne sur tous.

Tattva Level: pati
Shiva Form: Sadāśiva
Shakti Form: Pārvatī
Role: creative
Cosmic Event: cosmogony (world-manifestation through śakti)
The verse affirms Śiva as the one supreme Pati (Lord) who creates and governs all realms through His own Śaktis, showing that multiplicity arises from divine power while His essential sovereignty remains one and undivided.
Though Śiva is one and transcendent, devotees approach Him through saguna forms—especially the Śiva-liṅga—recognizing the liṅga as the sign of the one Lord who manifests the worlds by Śakti yet remains the same ruler beyond all change.
Meditate on Śiva as the one ruler present in all worlds while chanting the Pañcākṣarī mantra “Om Namaḥ Śivāya,” contemplating Śiva-Śakti unity; this supports inner stillness and detachment from pasha (bondage).
