It highlights the purifying, transformative force of Śiva-pūjā: even hostile Daityas become inclined toward devotion when they come under the influence of Rudra’s worship and its ordained discipline.
Rudra here is Saguna Śiva—approached through prescribed worship (vidhi). In the Shiva Purana, such vidhi commonly includes Linga-oriented devotion that channels the devotee from outer ritual into inner surrender to Pati (Śiva).
Follow Śiva-pūjā-vidhi with steadiness—japa of the Pañcākṣarī ("Om Namaḥ Śivāya"), offerings to the Linga, and a disciplined devotional routine—since the verse stresses the ‘balāt’ (compelling efficacy) of properly performed worship.
