Description of the Origin/Manifestation of Viṣṇu
तत्तदैकीकृतं तत्त्वं चतुर्विंशतिसंख्यकम् । शिवेच्छया गृहीत्वा स सुष्वाप ब्रह्मरूपके
tattadaikīkṛtaṃ tattvaṃ caturviṃśatisaṃkhyakam | śivecchayā gṛhītvā sa suṣvāpa brahmarūpake
Alors il unifia ces principes—les vingt-quatre tattva—en une seule réalité. Par la volonté de Śiva, il les recueillit en lui-même et entra dans le sommeil en l’état de Brahmā, la forme du Créateur.

It teaches that even the fundamental building-blocks of experience (the twenty-four tattvas) function under Śiva’s supreme will; creation and dissolution are not independent of Pati (Śiva), but occur through His governance.
By showing Brahmā’s creator-state as dependent on Śiva’s icchā, the verse supports Saguna Śiva worship (including Liṅga worship) as worship of the supreme Lord who empowers all cosmic functions, including creation.
A practical takeaway is icchā-śakti contemplation: meditate on Śiva as the inner ruler of all tattvas while repeating the Pañcākṣarī (“Om Namaḥ Śivāya”), offering the sense of doership and the elements of experience back to Śiva.
