Determination of Flower-Offerings to Śiva
अनेनैव तु मानेन तुलामारोपयेद्यदा । सर्वान्कामानवाप्नोति निष्कामश्चेच्छिवो भवेत्
anenaiva tu mānena tulāmāropayedyadā | sarvānkāmānavāpnoti niṣkāmaścecchivo bhavet
Lorsque l’on accomplit le rite de la pesée (tulā-āropaṇa) selon cette mesure même, on obtient tous les buts désirés ; et si on l’accomplit sans désir, alors on devient Śiva—atteignant la nature de Śiva par une dévotion sans attente.

Sthala Purana: Not a specific jyotirliṅga-māhātmya; the verse teaches tulā-vidhi (weighing rite) as a general upāya where niṣkāma-bhāva culminates in Śiva-sāyujya/śivatva.
Significance: Frames pilgrimage/ritual merit as two-tiered: sakāma yields bhoga (desired ends), niṣkāma yields mokṣa (Śiva-nature).

The verse supports Saguna Shiva worship through concrete ritual action, while emphasizing that inner intention is decisive: offering to Shiva (often via Linga worship and associated rites) purifies the soul, and desireless offering points beyond results toward Shiva-realization.
It points to a tula-related offering (weighing rite) performed as a devotional observance; the practical takeaway is to do the act as an offering to Shiva with niṣkāma-bhakti—optionally supported by japa of the Panchakshara mantra ("Om Namaḥ Śivāya") and mindful surrender of the fruit.
