Instruction on Rudra–Viṣṇu Unity and Divine Injunctions
Brahma (narrating within the Sṛṣṭi-khaṇḍa context)

Cosmic Event: doctrinal sealing of unity (vastutaḥ/varataḥ/līlayā) within creation-era dialogue
It affirms that the harmony between Śiva and Viṣṇu is not merely symbolic—at the level of divine purpose it is real, divinely sanctioned, and also expressed as līlā, guiding devotees away from sectarian conflict and toward liberation-focused devotion.
By declaring unity with Mahāviṣṇu, the text frames Linga/Saguṇa-Śiva worship as devotion to the supreme Lord who can manifest through many forms and relationships, while remaining one in essence and purpose.
Meditate on the one Lord manifesting as different deities, and stabilize devotion through japa of the Pañcākṣarī (Om Namaḥ Śivāya), offering worship without rivalry—seeing all divine functions as Śiva’s gracious līlā.
