It presents the Shaiva view that the sustaining power behind cosmic order is Maheśvarī (Śiva’s Śakti), who authorizes even Viṣṇu’s role; devotion to her is devotion to the supreme divine governance of the universe.
In Saguna worship, Śiva is adored together with Śakti; the Liṅga signifies Śiva as Pati, while this verse highlights Śakti as the enabling power (śakti-tattva) through whom the cosmic functions, including preservation, proceed.
A simple bhakti practice is implied: daily namaskāra with remembrance of Maheśvarī as Jagaddhātrī, optionally paired with japa of “Om Namaḥ Śivāya” while contemplating Śiva-Śakti as the source of all cosmic order.
