It highlights the descent of the Goddess into embodied existence as part of Śiva–Śakti līlā: the devas rejoice because cosmic order is being re-established through Shakti’s manifest (saguṇa) participation in creation.
The devas’ joy reflects recognition of Śiva’s saguṇa governance of the cosmos—His will becomes visible through events like divine conception; such remembrance supports devotion to the Liṅga as the accessible sign of the transcendent (nirguṇa) Śiva in the world.
A practical takeaway is to cultivate smaraṇa (devotional remembrance) of Śiva–Śakti and recite the Pañcākṣarī—“Om Namaḥ Śivāya”—with gratitude for divine grace manifesting in one’s life.
