सभयं नापतत्क्षिप्रं स चेद्दंडं न चार्हति । शक्तौ राजा न शास्ता यः प्रजाबाध्यश्च भक्षकः
sabhayaṃ nāpatatkṣipraṃ sa ceddaṃḍaṃ na cārhati | śaktau rājā na śāstā yaḥ prajābādhyaśca bhakṣakaḥ
Si un homme, bien qu’effrayé, ne cherche pas promptement refuge, il ne mérite pas le châtiment du roi. Mais un roi qui, doté d’autorité, ne réprime pas le mal, devient lui-même un dévoreur : un oppresseur qui nuit à ses propres sujets.
