All devatas approached Siva and paying their obeisance said, "O God of the gods engaged in the welfare of all! O Mahadeva! accept our salutations! Be king which you can be (if you will)".
Dharma is upheld through humility and rightful petition: even the powerful seek aid through respectful supplication for the sake of loka-hita (the world’s welfare).
Alarmed by impending consequences, the gods approach Śiva and request his gracious intervention.
Vinaya (humility) and devotion: the gods model reverence and self-restraint while seeking a solution.
