कर्ण उवाच
The verse frames ethical counsel as disciplined listening followed by responsible action: a ruler should attentively grasp advice (nibodha), then implement it consistently (tathā sarvam kartum arhasi), emphasizing accountability in decision-making.
Karna addresses Duryodhana directly, preparing to give strategic or political counsel. He urges Duryodhana to understand his forthcoming advice and to execute it fully, setting a tone of urgency and command within the Kaurava camp.
