यर्थर्तुवर्षी भगवान् न तथा पाकशासन: । न चापि सर्वबीजानि सम्यगू रोहन्ति भारत,भगवान् इन्द्र भी ठीक वर्षाऋतुके समय जलकी वर्षा नहीं करेंगे। भारत! भूमिमें बोये हुए सभी बीज ठीकसे नहीं जमेंगे
yathā ṛtuvarṣī bhagavān na tathā pākaśāsanaḥ | na cāpi sarvabījāni samyag urohanti bhārata ||
Vaiśaṃpāyana dit : «De même que le Seigneur bienheureux fait tomber la pluie en la saison qui convient, ainsi Pākaśāsana (Indra) doit-il agir selon cet ordre. S’il ne verse pas l’eau au moment opportun, ô Bhārata, même les semences jetées en terre ne germeront pas comme il se doit.»
वैशम्पायन उवाच
Timely, appropriate action by those who hold power or responsibility sustains life and prosperity; neglect of duty—like rain withheld in season—causes widespread harm, even to those who have done their part (sowing the seed).
Vaiśaṃpāyana uses the agricultural image of seasonal rain and seed-sprouting to explain cause and effect: if Indra does not send rain at the proper time, crops fail. The comparison supports a broader point about order, duty, and the dependence of society on right governance and timely support.
