राजा होवाखिलं लोकं॑ समुदीर्ण समुत्सुकम्‌ । प्रसादयति धर्मेण प्रसाद्य च विराजते,राजा ही मर्यादाका उल्लंघन करनेवाले तथा अनुचित भोगोंमें आसक्त हो उनकी प्राप्तिके लिये उत्कण्ठित रहनेवाले सारे जगत्‌के लोगोंको धर्मानुकूल शासनद्वारा प्रसन्न रखता है और स्वयं भी प्रसन्नतापूर्वक रहकर अपने तेजसे प्रकाशित होता है

Transliteration

rājā hovākhilaṃ lokaṃ samudīrṇaṃ samutsukam | prasādayati dharmeṇa prasādya ca virājate |

Translation

Vasumanā dit : Le roi, en gouvernant selon le dharma, gagne la bienveillance du monde entier, même lorsque les hommes sont agités et fébriles de désirs ardents. Les ayant ainsi conduits au contentement, il demeure lui-même dans la joie et rayonne de splendeur royale.
