Prosperity can attract envy; when people unite around greed, it becomes organized injustice. The verse cautions that collective intent (saṅgha-bhāva) can magnify adharma, turning desire into coordinated harm against rightful authority and social stability.
A group, having heard of a king’s wealth and seeing his prosperity, bands together and begins hostile action—described as initiating plunder—against him.
