A ruler becomes morally purified not merely through grand rites, but through dharmic action—removing wrongdoing, restoring the treasury responsibly, and protecting the kingdom. Such governance is presented as a path to freedom from sin and attainment of heaven.
Bhishma is instructing a king (in the Anushasana Parva’s teachings on conduct) that by performing the prescribed righteous act he will be freed from sins and reach heaven; thereafter he should rebuild the treasury and continue the practical duty of safeguarding and administering the realm.
