The verse highlights the ethical-spiritual ideal that true authority in dharma rests on disciplined practice: initiation into sacred vows (dīkṣā), restraint of the senses (dama), and the accumulated power of austerity (tapas). Such inner mastery makes sages and their disciples ‘godlike’ in conduct and influence.
Bhishma describes the arrival of additional groups of holy sages, each accompanied by spiritually accomplished disciples. The scene emphasizes a gathering of authoritative ascetics whose presence lends sanctity and weight to the proceedings being narrated in this section.
