Jyotish-chakra: Surya’s Motion and Monthly Retinues
सौरस्तु ब्रह्मणा सृष्टो रथस्त्वर्थवशेन सः संवत्सरस्यावयवैः कल्पितश् च द्विजर्षभाः
saurastu brahmaṇā sṛṣṭo rathastvarthavaśena saḥ saṃvatsarasyāvayavaiḥ kalpitaś ca dvijarṣabhāḥ
Ô meilleurs des sages deux-fois-nés, le Solaire (Saura) fut créé par Brahmā ; et son char, façonné selon la juste finalité, fut aussi composé des membres mêmes de l’année, afin que le temps s’écoule en mesure ordonnée.

It frames cosmic order (kāla-niyati) as a sacred structure: Linga worship is traditionally timed by solar and yearly cycles, aligning the devotee (pashu) with Shiva’s governing order (Pati’s śāsana) through vrata, tithi, and saṃvatsara-based observances.
Though Shiva is not named, the verse points to regulated time as a cosmic instrument. In Shaiva Siddhanta terms, kāla is among the limiting principles that bind the pashu; ultimately, Shiva as Pati transcends and governs time, while the created solar order operates within that governance.
Time-disciplined sādhanā: performing Shiva-pūjā, japa, and vrata in harmony with solar measures (daily, monthly, yearly observances). Such regulation supports Pashupata-style practice by reducing pasha through steadiness (niyama) and sacred timing.
