Le Seigneur (Pati), comme auparavant, façonna rivières, cours d’eau et océans; puis, par un effort délibéré, Il modela la terre, exempte d’excès de creux et de hauteurs, établissant l’équilibre ordonné du monde.
Suta Goswami
It frames Shiva as Prabhu (Pati) who establishes order in creation; Linga worship remembers this regulating, stabilizing power that supports dharma and makes spiritual practice possible.
Shiva-tattva is shown as sovereign governance: He intentionally structures the world’s forms (waters and land) into harmony, indicating Pati’s mastery over prakriti without being bound by it.
A contemplative Pashupata insight is implied: the yogin meditates on the world’s balance as Shiva’s śakti and aligns the pashu (soul) toward steadiness (samatā) rather than the ‘highs and lows’ of pasha (bondage).
