This verse says that due to beginningless ignorance, the worldly order keeps cycling—though it rests upon Viṣṇu, the Self of all beings.
He highlights that Viṣṇu is the underlying Self and support of all life, but conditioned experience of the world continues because beings remain covered by ignorance.
It encourages shifting identity from temporary worldly roles to the indwelling Lord, and cultivating devotion and knowledge to reduce ignorance-driven anxiety and repetition.
