Sutra 31

तस्याकरणे वा समाहर्ता कार्यमपदिश्य पौरजानपदान्भिक्षेत ॥ कZ_०५.२.३१ ॥

tasyākaraṇe vā samāhartā kāryamapadiśya paurajānapadānbhikṣeta

Si cela n’est pas fait, le Collecteur général (samāhartṛ) doit, en invoquant une nécessité publique, solliciter des contributions auprès des citadins et des gens de la campagne (paura-jānapada).
