राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
Se tenant entre (les deux parties), il doit ajuster (la peine) en tenant compte à la fois du roi et des sujets (les éléments constitutifs).
