रक्षेत्स्वदेहं न धनं का ह्यनित्ये धने दया ॥ कZ_१२.१.३२च्द् ॥
rakṣet svadehaṃ na dhanaṃ kā hy anitye dhane dayā

Both: preserving the ruler (or core leadership) preserves decision-capacity and the possibility of recovery; wealth can be rebuilt.
