तुलाशासनमानानां कूटकृन्नाणकस्य च एभिश् च व्यवहर्ता यः स दाप्यो दण्डमुत्तमम्
tulāśāsanamānānāṃ kūṭakṛnnāṇakasya ca ebhiś ca vyavahartā yaḥ sa dāpyo daṇḍamuttamam
