It teaches a homa procedure: invoke Vidhātṛ, perform worship and tarpana, then offer three oblations with a specified mantra to confer adhikāra (formal ritual authorization) and effect purification.
It preserves precise operational details—invocation (āvāhana), worship, tarpana, mantra-usage with bīja, counted oblations, and the legal-ritual notion of adhikāra—showing the text’s manual-like coverage of ritual technology.
The verse frames the triple oblation as a consecration that burns sins “without remainder,” emphasizing ritual purification and the transfer/establishment of eligibility (adhikāra) for the act being performed.
