It prescribes a specific arghya-mixture (water with barley and milk) and its practical use for dravya-śuddhi (purifying ritual articles) and for applying tilaka to the worshipper and the ritual seat.
By giving precise, procedural worship details—ingredients, sequence (“then/thereafter”), and applications—this chapter functions like a compact ritual manual within the Agni Purana’s multi-disciplinary compendium.
The arghya-water serves as a consecratory medium: purifying the implements and the practitioner’s body/seat, it supports ritual eligibility (adhikāra), reduces impurity (aśauca/mala), and helps ensure the offering is spiritually efficacious.
