It teaches snāna-vidhi: mental purification (mānasa-snānā) is universally applicable, and in sectarian contexts (e.g., Vaiṣṇava rites) bathing and allied purifications should be done using the appropriate mantras of that rite.
By codifying a practical, cross-context ritual rule—linking general purification (mental bath) with tradition-specific mantra application—it exemplifies the Agni Purāṇa’s handbook style that systematizes diverse ritual procedures across sects and ceremonies.
It emphasizes that purity is not only physical but also mental, and that mantra-guided purification aligns the practitioner’s intention and action with dharma, supporting inner cleansing as a prerequisite for worship and meritorious rites.
