एवं योनिषु सर्वासु प्रतिक्रम्य भ्रमेण त । कालांतरवशाद्याति मानुष्यमतिदुर्लभम्
evaṃ yoniṣu sarvāsu pratikramya bhrameṇa ta | kālāṃtaravaśādyāti mānuṣyamatidurlabham
Así, tras vagar en el engaño por toda clase de vientres y pasar una y otra vez de un nacimiento a otro, un ser —solo después de un largo transcurso del tiempo— alcanza el estado humano, sumamente raro.

It stresses that human birth is a rare spiritual opportunity gained after long wandering in saṁsāra; therefore one should use this life for Shiva-oriented sādhanā that cuts delusion and karmic bondage.
Since human birth is difficult to obtain, the Purana implies it should be directed toward accessible Saguna worship—especially Linga-upāsanā—through which the bound soul (paśu) turns to Pati (Shiva) for release from repeated embodiment.
